Duckling leg issues

My duck had a difficult birth. After a few days he appears to have a crooked neck (doesn’t star gaze) and a leg that is not working. It appears to have no strength and he refuses to use it.

here are pictures of him swimming. He only uses one leg (not one shown) The leg in photo is just tucked. It doesn’t go out to the side. And he appears to not be able to use it.

Since birth he’s been on pro vi sol, extra niacin, and eating duck crumbles.
Tonight I tried the sponge for wry neck (in case) and the bandage for splay leg although I’m not sure if that’s what it is.
New duck mom. Please help.

How precious. Hows the duckling doing with the sponge on the neck and hobbles. If you put your hand under the feet with the little one push on your hand with the feet of the leg in question?
 
I made him a splint and he wore it for 12 hours. He seems to be using it a little more than before. How long should I keep him splinted or should I allow him to try using it at this point?
