Duckling not moving

Not an expert in hatching like @WVduckchick or @Pyxis - but if the duckling has fluffed up, and after 8 hours it should have, i would take it out of the hatcher and try to give it some electrolytes. Also give it a thorough examination and post pictures here. Anything can help us to figure out what's going on…

Also, there are two other in the incubator with him and they wont leave the other eggs or him alone. They are still wet though. It's been about 6 hours since they hatched. When can I move them to their brooder?
 
What's the humidity like in there? Usually they will have fluffed up by now, so the humidity may be a bit too high. I would take them out to the brooder now. I would take the one that's not moving out to let him fluff up as well, and try to get some electrolytes into him. I personally like to use Poultry Nutri Drench, if you have some or could get some.
