Duckling with picked at bill the top stopped growing and the bottom is

My poor little call duck scooter is 2 weeks old. His second day i moved him in with my quail who were only 2 days older big mistake. Needless to say that night they picked at the top part of his bill. He has been fine eating and drinking, but now I am noticing that his bottom part of his bill is sticking out past the top part. Its tongue is beginning to stick out also. It was just picked at the end of the bill. Do you think it is just stunted and will grow slowly or is it never going to grow?
Any suggestions or has anyone else have this happen?
