Ducklings got dumped at pond

18 domestic ducklings got dumped at a pond and we spent hours to try an get them out they have been in for 3 hours now I don't now what to do now.
Ugh some people are so cruel. Those poor babies.
Could you try using an X pen and herding them in? You'd need multiple people but it could be worth a shot.
How old do they seem?
 
When I rescued a duckling last summer, I had luck luring her close shaking a bag with some duck feed in it. Ultimately, though, I need help from my niece who was herding the duck from a little canoe in the water. Depending on the size of the pond I can't imagine it's going to be easy without someone in the water.
 
I used a dog x pen to rescue some drakes that got dumped at our river down below us. It took a week to get them comfortable enough to walk into the pen before I was able to close up the end and bring them home. I fed them without having the pen set up so they would get used to me. I worry Ducklings don't have much of a chance if not rescued soon.
 
I imagine they are terrified. can anyone get into the pond and steer the ducklings to land and then there be many friends to help gather them up. A large fishing net may work too.
Was thinking the same thing with the fishing net. It may scare them but it's better than the other outcome, which is them not making it. Don't give up :hugs
