I know the kind of neighbors you mean. You could feel them out a bit in conversation over the fence, without indicating you may need to take action. If they are kind of overwhelmed or lackadaisical, then you know you are going to have to do something because they can't or won't. Least "in your face" way is to get a small animal live trap, set it where it's not in their field of vision, bait it with tuna, catch cat, carry to animal shelter. (cover cage when moving). Or you can call animal control, but that will possibly cause bad, or hard feelings, or retaliation. If you have someone with a chip on their shoulder or mental/personality issues you need to be as clandestine as possible ......
 
If the cats are living in the neighbor's yard and the neighbor is feeding the cats, then those cats belong to the neighbor.

Agreed! I have outdoor cats and they are my cats, I take responsibility for what they do because I let them live here and feed them. DH won't let me have cats around that aren't friendly, he says it's too risky (I guess it was his dad's rule when he was a kid). So either I have my dogs run them off or something else. I've had cats in the past that decided to snack on my chicks, they also found the fate of "something else" or they go live at my mom's. I'd have a talk with your neighbor about the cats. If he is really serious about them not being his and doesn't care about their fate, I agree, trap and remove if they become a problem. Also, I'm not sure if there is by you, but by us there are programs that do feral cat spay/neuter for next to nothing. There's a program I've taken animals to that will do outdoor cats for anyone for $40. They cut the tip of the ear to show they are fixed.
