It is totally possible to keep ducks in a smaller area... just be sure your city allows it first. The real trick is setting up an area that is safe and secure for the ducks that you can easily keep clean. If it becomes a horrible chore your family will not be happy!

OldGuy43 has a water recycling setup, and you might be able to use rain barrels for water, also.
The only issue with that I can imagine would be mold... birds/ducks are very sensitive to it and basements can get musty. You would need to be sure that the basement is very dry. If their bedding or towels get moldy it can hurt them.
We try not to leave the ducks outside alone unless someone is around... the yard is very secure fence-wise, but there is always the chance a winged predator could attack from above. They keep their eye on the sky and have hiding places, tho, and will scurry under the thorny palm or dense bushes if frightened (you should see them panic when the Goodyear blimp flies overhead, Lordy is that hilarious). If you need to leave them all day just build a run that is secure and covered.
