Ducks legs are lame

So we hatched a duck in our incubator. As he was hatching we noticed he was upside down & actually thought he was a turtle at 1st. Well, "Turtle" has something wrong with its legs. Its getting worse. Before he used to walk & swim in circles. Now he is stepping on his own feet & cannot walk well. He sinks when he tries to swim now too. He actually does look like his body is a little odd too. He is the sweetest duck but I dont think he is too smart either. Im assuming that too much bood rushed to his head for too long & made Turtle "different". Im going to attach a video of him attempting to walk. He is not doing well physically at all. Any advice?

Have you tried any form of niacin? I’d get liquid b complex ASAP an start Turtle on it 1 ml over a tasty treat daily. How old is Turtle and here is info. https://www.backyardchickens.com/threads/niacin-deficiency-in-waterfowl.1367557/. Turtle is adorable.

He's trying to clean himself and looks lively other than the leg problem. This leads me to think you might be able to save him.

He doesn't look lethargic or slow of spirit and mind for example.
