Ducks sitting on dud eggs?

I have a question for everyone. My sister's female duck has been sitting on a pile of 14 eggs for about 2 weeks now. She will come off the nest for about an hour each day and that's it! One of the eggs fell off the pile and it turns out that this egg was NOT a fertilized egg. What are the chances she is sitting on 14 dud eggs??? Will they do that? Or is it possible there are SOME fertilized eggs there???

Not all duck eggs get fertilized. If you want come dark you can candle all the eggs and throw out the ones not developing
