Modern cell cameras are better than my first DSLR in many ways. Granted, you're more restricted in terms of lenses and accessories, but it's fa more portable and versatile in a very small package.
Oh! Another thought, Gopro's are pretty cheap and you can grab high res frames from the video pretty easily. Maybe another cost-effective option @Noraaaaa

I think @azurbanclucker answered this the best. Finding cameras, at least good photo quality cameras under that price isn't easy. Going on eBay, you might be able to find a good used one, but you don't have the guarantee that'll it be up to par or not have issues.@Lacy Duckwing Hi! No, I haven't. In fact, I've never heard of it before. I've seen pictures like these, but I never knew how they were done or what they were called. Great pictures, by the way! I like the last one the best!Awesome!
Have you ever tried pan/zoom when shooting motorsport?
Like this? The idea is to shoot with a slower shutter speed and lock focus on the car, so you get a sharp subject with some motion blurring into the scene.
