That is a good example of misguided legislature. The stigma that comes with being categorized as a sex offender should not be brought upon people who do not deserve it. At the same time, adding to that list without behavior that merits it lessens the weight of being on that list. I think a hefty fine works much better. And is really seeing someone lightening their load that traumatizing? I see myself go to the toilet daily, often several times per day, and I'm pretty balanced (although I would say that, wouldn't I?)

Yeah, the horse owners and police officers had a good laugh about it once they got it cleared up, and the new neighbors were given a stern talking to about abusing emergency services, as well as a lesson about farmyard animals and the birds and the bees.
yes, if someone exposes their sexual organs in public, I'm afraid that is (and should be) against the law.

I am actually loving his "squirrel tail". In that pose, his head and tail are symmetrical, so his body makes a heart shape! <3

It's a shame when the birds and the bees need to be explained to adults.

Yes, to some extent, but in my opinion there's a difference between parading around with your stuff and finding a lovely little bush somewhere in need of a nitrogen boost. I just don't think it's bad enough to merit being put on a list together with people who do truly evil deeds.

how can you separate the ones with truly innocent intentions (need to leak) and those who use it as an excuse for a cheap thrill? That sort of behavior only escalates.

It's possible, but punishing someone for something they might do in the future is a bit dystopian in my opinion. And I think separating the two acts isn't that hard, if someone is peeing on a tree somewhere in the middle of the night, it's a bit different than someone exhibiting their jingly bits on a subway train. One is public urination, an urge to remove excess fluid from oneself, while the other is clearly indecent exposure, something that fills completely different urges that someone might have. I don't think it's fair to judge these two acts as equally wrong, not to even think about the more horrific things that will get someones name on a sex offender list.

If a man has to take a leak and there is no bathroom available, he has to make do. Either that or pee his pants, particularly if he is on certain medications. If he relieves himself along side the road or into a bush, his back is to the road and his whatsis is in the bush, so there is nothing to be seen. If he is facing traffic and waving it around for all to see that is a different situation entirely and it doesn't take a genius to tell the difference.

I thin a lecture and a biology lesson are inadequate; she should be prosecuted for filing a false police report, and sued for slander or libel or whatever. Her actions were not only inappropriate, they were dangerous.
