Easter Egger can't figure out how to get down

I'm new to being a chicken mom. Built my own run/coop area 8x12ft. I even built stairs up to the coops that are each 6 inches high. All but one of my chickens (roughly 6-7 weeks old) quickly figured out how to get down to the run area by either jumping off the edge or using the stairs. My Easter Egger is always the last one left 'upstairs' and just paces trying to figure it out for hours. I have tried putting her on the first step to teach her where to go, but then she goes back up. And then once I place her on the 2nd step she can go the rest of the way down. It's super weird. She has no problems going up at night. It's like she has a fear of heights or something. Is this normal? Or is she a little 'slow'
