I'd say its a she. She has a smaller comb than my EE rooster and they (the roosters) have more thicker, fluffier beards and muffs.

IDK, kinda looks just like my RIR pullet that's 16 weeks. Like...to a T almost. ???

I'm a newbie though, so take my thoughts with a grain of salt.

I say pullet, as well. My Partridge Rock has very green/iridescent feathers, less-than-round hackle feathers, and her tail feathers are a little curly.
