I have two Easter Egger's that are 4 weeks old and theoretically are both supposed to be girls. This one I'm not so sure about. What do you all think?

That's a really large comb for four weeks, I would say boy.

With a comb that red, I think you have a cockerel.

I was afraid of that. At what age should I be able to tell for sure? Per city ordinance I'm not allowed to have a rooster.

You can wait 2-3 more weeks but I'm 99% sure that's a boy.

And at what age do they typically start crowing?

Depends on the bird. Some 4 weeks, some 8 months. Average is around 4 months.
