I am by no means an expert, or anywhere near that, but time finally verified that my remaining bird in question was..is..a cockerel....and he looks a LOT like yours...I'd vote for boy (sorry). Mine is 18 weeks old now, just began crowing at the 17 week mark, but he's always been a little, shall I say, slow?
Here's a pic of him at about 8 weeks as a comparison:

Everyone has provided such wonderful descriptions of their EE's! I'm a newbie as well and am thoroughly confused, haha! Could anyone help out with my 12 week old EE? I had paid a hatchery extra for a small order of pullets- so far one other is a roo I'm really hoping this one is a girl

Yes, he's a cockerel. Not very good odds for that hatchery. Can you get a partial refund?

Agree with the above poster - Roo. He looks sort of similar to the one I had (in my avatar). Mine started crowing at like 14 weeks though.

This looks very much like a roo. Sorry He has dark red shoulders and is getting a comb, and his tail feathers are sticking up straight, and his neck feathers seem to be pointy. You probably have a cockerel. I'm hoping i'm wrong, because i wish you had a pullet, but it is most likely a cockerel. So sorry.

Looks like a cockerel to me. Whenever I've gotten hatchery EE pullets there is always been 1 or 2 boys in every 5 pullets. I'm not quite sure if they are more difficult to sex or if I've just had bad luck.
