That's possible, but the Governor of a state has to declare a disaster and request funds, the feds don't of it.
There is always a Senator yakking about changing something, That's what they do, talking means they do not have to actually do anything.
The Pentagon has Inspector generals and has had many audits, BUT it has always been this division or program or that never a full one.
As of this year they have to have complete yearly audits, which I can bet you will mainly be a compilation of the smaller unit audits into one report.
I was surprised they did not require them before. (well, not really, nothing the government does surprises me)...I believe this will just become another huge political football so one side can say it was a fair audit and the other say it was not..
