EE hackle feathers - 5 weeks

I know that EE can vary for numerous reasons because they are a hybrid, but because I am new to this I wanted to ask the more experienced. I have 2 EE that are 5 weeks old. The one that is dark looks quite intimidating when it’s more relaxed. It is larger than the light one, especially in the hackle feather area (I think it’s called?). Is this a normal EE thing and maybe the light one just hasn’t gotten hers in yet? I know they are still quite young.
