Definitely a partial molt. They go through several mini-molts throughout their first 6 months or so. It can cause some odd looking feathers here and there. I have one barred Rock that is 20 weeks old now, with a single tail feather that stands straight up all the time. I'll be sad when she loses her 'flag.' It's hilarious to see her running around with it waving behind her.

She only has a single row of peas in her comb which confirms that she's a pullet. )
