EE's eggs wont hatch/develop

I have never seen this problem before....I'm hoping someone can help. I have an EE hen, she lays a green egg. My roo has been caught 'in the act' with her. Her eggs have the bullseye. I have tried at least 4 times to incubate her eggs. I have given her eggs to the last 2 broodys I had. Not one egg ever even started to develop. What is going on here?????

Are you sure you see the bullseye? I was thinking that maybe the rooster is not quite, "connecting?"

Otherwise, if you are sure they are fertile ..... ?????? Hmmmm, I dunno....

I was gonna say it may be the incubator temp or humidity, etc .... but you said you used broodies, so that wouldn't be the problem ..... Hmmm, maybe this article will help.....
