Egg Pipped- No Movement!! Help

I had an egg pip yesterday and it had a second pip today in a nearby spot and it’s beak is poking out and hasn’t moved since. Is this normal? What do i do?

I decided a while ago to try and assist and the chick ended up being dead. :( I’m unsure of the reason because he was fully developed and looked healthy.
 
Kinda looks like it pipped the wrong end, away from the air cell? If so, those usually take an extra day, because they skip the step of spending the first day inside the air cell.

Try pecking on the incubator with your finger, or shine your flashlight back and forth quickly across it. This will usually cause a reaction from the chick.
