I've used this...the directions that come with it might as well be non existent. It doesn't use lightbulb it's fan and element. The temperature is never what it says. I eventually took mine removed top and put inside styrofoam cooler with water bottles to maintain stable even heat and got thermometer/hygrometer...works great like that...no water only a wet sponge and if see humidity fluctuate I either wet sponge more or squeeze out depending on which direction I need to go. It does do well at maintaining heat by kicking on and off it's just not the temp it says you need a separate thermometer. Works great as my thermostat and heat for homemade incubator from styro cooler. I added holes for air exchange and temp/humidity control. Notice my temp on that same incubator you have is set to 40 C that's what it took to get temp to 99.5 F to 100 F on thermometer. I had opposite problem as you did mine was cooler than should've been.
