Eggs developing really slow

I do think that the blood in the membrane looks residual. In the picture I don't see any veins or anything like that. I would try gently peeling the membrane back, of course stopping if any blood is seen.

Also, stop stagger hatching going forward. The different humidity requirements for those that are incubating and those that are in 'lockdown' are just going to cause issues for any eggs you have that aren't yet in lockdown, especially if you perpetually have eggs going into lockdown and the humidity nearly always has to be high.

Calibrate your thermometers. Use the ice water method, or buy a medical thermometer that's guaranteed to be accurate within a degree. Putting another thermometer in there that's not calibrated and might not be accurate isn't going to help.
 
The chick pasted away. I am going to stop staggering hatches and calibrate the thermometers or get a new thermometer. Thank you all for your help. I really appreciate it.
