I have heard when purchasing day old chicks via us mail to give them electrolytes on arrival. Does this also apply to newly hatched chicks? Can this also be given to newly hatched quail?

Yep! Those electrolytes are great to use for the first couple days. Don't overuse them, I usually do only 3 days in a row without a break.
Yes, you can use it for quail.
