I'm thinking fungal too. Along with getting this taken care of as previously recommended with a fungicide, you have to make sure she's eating. Keep an eye on your other birds as well. I've seen chickens with worse beak deformities make it fine, but it will take a little extra work on your part. What type feed do you use? Crumbles will be difficult for the one missing her upper beak. Pellets might work for better for her. Good luck and keep us updated.
