Maybe they decreased fertility because it's getting cold / shorter days? I think that's what happened with my roo.
I started with 20 eggs in the incubator. (I had 16 shipped eggs but one broke when I marked it. I also added 5 of my own eggs. )
Of the 15 shipped eggs that I set, 9 were developed when I candled two days ago. All I could see was the air cell. I'm candling with a little maglite, so couldn't see more detail than that.
Of the 5 I set, only one developed. That is pretty much as I expected. Mr. Roo hasn't been very busy lately. He's moulting.
So, 10 potentials for the hatch. We'll hope all goes well. They should hatch sometime between now and Thursday night. Tomorrow or Thursday is my best bet. I'm hoping for late tomorrow or even better, Thursday! Since they are quail, they'll probably all pip, zip, and pop within a few hours. They tend to coordinate with each other more than chickens, though there can still be latecomers.
