Ever Seen This Behavior?

I have 6 birds 3RIR, 3 BR - 6 weeks old.
Tonight one of the BR was lying on/across the head/neck end of one of the RIR and the RIR was making a sort of squealing noise... She could have gotten away if she'd wanted to, but wasn't even trying.
I tapped the brooder (going outside this weekend) and the BR still would not get up right away. Is this a dominance thing? I know the RIR could have gotten up and away if she'd tried.
