The Easter Egger is definitely a cockerel.

I wanted to update my post. Cockerel had not crowed in a month and not really dominant over my hens and pullets. No spurs. Hackle feathers are pointed. I think the tail looks like my EE hens. He is now 19 weeks. Is it really a Roo

That is 100% without a doubt a cockerel

No spurs.

Spurs don't really start to develop until several months old and aren't remotely impressive until they become roosters.

Sickle feathers take a while to develop. Give him more time.

No. He's still a cockerel. He'll be a rooster in 33 weeks.
