eye feather at 1 year old

I gave 4 male peacocks all from last summer all look different in coloration at this point, but one seems to have 2-3 eye feathers coming through is this normal? For such a young age.

I have a 2011 hatch bronze BS that I bought from Craig Hopkins and I see that it has an eye now, some of my adult peacocks are starting to grow back there train already so I just assume that it is starting to grow a small train for next summer with a few eyes that it will have as a two year old.

This male had a nice little train at 18 months by time he molted and grew a new train just under the age of 3 he had a full train like an adult.
I have a 2 year old male that got 1 timy eye feather without all the eye LOL stuck way out to the left 6 inches past the other tail feathers, looked funny when he fanned.
