Has anyone come across anything like this? I'm not sure if she scratched it, it was caused by another chicken or something else. A friend asked the 4-H teacher she suggested using Tylan 200 but I can't find it at any of my local stores nor is it available on amazon. At this point I'm not sure how to even treat it so any suggestions are much appreciated. Thank you

Where are you located? Are there mosquitoes out now or recently? Can you try to look into her eyelids to see if her eye is intact? You can use saline or water to clean her eye. Then apply either Terramycin eye ointment if you can get it at your feed store, or plain Neosporin or Triple Antibiotic Ointment 2-3 times daily. Pecking or her eyelid by others, scratching herself might be possible, and she could have fowl pox, although it looks more like peck wounds. Does she have any sneezing, crackles or wheezes, or nasal drainage? Those would be signs of a respiratory disease, such as MG or coryza, which also can cause the eyelid swelling. If she doesn’t have those other symptoms, it might just be from peck wounds. Here is tylosin (tylan) powder to put in the water, 1 tsp per gallon for 3-5 days:

Thank you. I'm in Florida and yes there are mosquitoes but not generally this time of year it's been very cold out. I do think it's either pecking or a scratch. The only suggestion I'd had received prior was Tylan 200 which I cannot acquire locally so again thank you.

Tylan 200 has not been available for a couple of years in most feed stores. Tylosin powder, which is generic Tylan, is available online without a prescription at the link in post 2. Chew.com also sells the brand name if your vet will send a prescription.
