Failure to Thrive Chick?

Okay, do I have two baby Sussexes, and they are the same age. One is very small compared to the other. I believe they are about a month old, though I'm not 100% sure.

She is the chick on the right.
She looks much bigger in the picture than she actually is.

Should I be worried about her? So of her siblings live outside, but she's just to small.
 
Failure to thrive, she won't make it and as far as I know there's nothing you can do about it. If she's a runt, if she catches up/mostly catches up to the others later on. If she's active and eating well then it's hopefully the latter and not the former.

She's well feathered so no reason for her to be housed apart from the others.

Hopefully not failure to thrive.

It's gets very cold at night, so we've been keeping her with some other chickens her size in a brooder at night.
