If that person is the one who took him, is there no way you could find out if he still has him or sold him somewhere? I mean, Ice was a really good peacock, so you might hear about him through peafowl people you know. :/
I know he doesn't have him on his property. He's my neighbor and I would've seen or heard him. So if it is him he would probably have it at a buddy's house. I've been watching Craigslist. I have a feeling they want the feathers. White peacock feathers are more valuable than the bird. I also have a feeling that he escaped. Most thieves wouldn't go through the finances and work to house a peacock properly. So I wouldn't be surprised if he's roaming around somewhere. So I'm also watching animal control as well.
