I like my Naked Necks but most of them in the US are mixed so results may vary.
I got mine at TS and they source their birds from Hoover Hatchery.
I have twelve 6-7 week old chicks and of the breeds I ordered I like them all so far.

3 Australorps
2 Partridge Rocks
2 Silver Penciled Rocks

These chicks are pretty friendly and don’t act too afraid of me.
They are young yet, of course.
One Australorp, one PR, one SPR, two SS and one EE ...these 6 chicks are VERY friendly with me.
To the point that they almost fly into my arms.
It’s very fun and gratifying to have chicks so friendly.
I think the way they’re raised can have a lot to do with it too.
My NN batch were in this huge brooder and I had to chase and grab them to move them outside each day.
That made them skittish of me regardless of how much time I spent with them.
This batch of twelve chicks was raised in my prefab coop and I would open the top door to the run and just sit there in a chair visiting with them for an hour or two each day.
Those 6 curious chicks would jump up and check me out and let me gently touch and pet them.
I did learn that reaching over them to touch their head or back didn’t go over well at first.
So I’d just stroke them on the chest until they got used to being touched and then touch their back.
The other 6 chicks aren’t too fond of being handled. Even though they’re the same breed as the other friendly ones.
Sometimes they’d jump up on the door to check me out but not as much as the others.

So to answer your question, I’d go with a variety of Rock that you like and/or Speckled Sussex and/or Australorps.
