Don't worry lice/mites are very treatable

Are the eggs sacks you mention around the base of his feathers?
I have a rooster that had hundreds of egg clumps all over the bases of his feathers around his vent and legs
I noticed this about three weeks ago and treated him straight away
He is now lice and mite free
The powder I used was called pestene but there are many that work in a similar way
You will need to treat the rooster as well as all the hens as they will have them too (dust bathing is not enough to control them entirely)
You should then clean the coop and make sure you put some of the powder treatment on the roosts and nesting areas too
Treatment should be done once a week for about two or three weeks depending on the treatment you choose (there should be instructions with it)
Once treatment is finished your flock will be mite/lice free
