Feather Abnormalities

My one Road Island Red baby chick's feathers on her wing dont seam to be growing the same as her sisters. They seem stunted or something. The down feathers are there but the others are short and twisted sort of. Can anyone help me with this problem?

It ccould be a genetic /Nutrition deficiency but also it could just have the frizzle gene, wich i suspect it has, wich is completely normal. What are you feedling it? is it a hatchery bird? can you post a picture?
