Feather 'chaff'?

Any tips for getting rid of the papery feather covering? My chickens clean where they can reach, but their heads and necks aren't as they should be!!

You can pick them off carefully but I wouldn't worry. Let them have a place to dust bathe every once in a while and once they are out of their gangly teen stage, they will fall off and be normal looking.
