Feather Loss Issues- Advice/Experience Needed!!!

I have two different scenarios I am dealing with.. both result in catastrophic feather loss. The first issue has been all my hens being stripped bare by roosters.. I downsized roos significantly because I honestly knew I had far too many roosters who despite there gentle demeanor were literally tearing my girls apart. I currently have 2 ( but a 3rd keeps sneaking in) roos ( a light brahma and a Easter egger) in with 24 hens... unfortunately the damage was done long ago.. nearly all my girls have completely bald backs and heads and wing folds. I tried hen saddles but those were useless in my opinion.. some would figure out how to get out of it daily. I have now in addition to relocating roosters, started feeding a higher protein ( feather fixer ) food but not sure this will be enough. Any suggestions on recouperating feathers lost from overzealous roosters?

Second feather issue is a stumper.. I have a easter egger roo who is about 2-3 years old and I first thought he was molting but that has continued for a very long time and no sign of feather regrowth.. he literally is naked except few hackle feathers, his head and few tail feathers.. some fluffy down feathers on legs.. he looks ridiculous and no sign of illness, or pests.. I have checked him and again no lice/mite issues in my flock.. I have dusted him with some poultry dust/livestock dust I have on hand but this one is stumper.. I have been getting him to eat the higher protein food too seeing if that would start something but for now he is a totally naked rooster and I feel bad for him.. sad thing is he is so stinking friendly and follows you around constantly!
 
The first issue-
You should give the hens extra protein, and keep checking on them regularly to make sure that they are doing okay and not being pecked.
