Feather loss near comb?

yes she is blind. it causes her no pain!! i check on them very often, and have never ever noticed them peck at each other.
I wouldn't think the eye causes her pain. Almost looks like a cataract. Sometimes lighting in photos can make eyes look a little funny, so I was just curious :) (I'm nosy)

Well, have you observed them scratching their heads? Do they dust bath?
Since they are picking at one another, I would inspect them really good for lice/mites.
 
I suggest cleaning the coop and dust with Sevin or special chicken dust. They should have a place to dust themselves. I use a kiddy sandbox filled with general purpose sand (not play sand) and wood/charcoal ash. I've had hens that hide in their nesting boxes instead of roosting. Snakes and mice/rats can run on the roosts and scare or bite the hens. I keep my nesting boxes half full of hay with a layer of wood chips on top to keep the eggs clean.
I suspect tiny blood sucking beasties are the cause. Frequent cleaning of the nests may be keeping them at bay giving the hens a break from the bites.

there’s nothing on their heads other than the loss of feathers. They did make a little dust bath in the coop. They don’t pick on each other either
 
Since they have never molted, the feathers may just be getting thinner and worn.
The only time I have had any loss as shown in your photo was either from a roosting mate snatched out a few feathers here and there or from mating.

If you found no evidence of lice/mites, and they are not pulling them out, then I don't know what else it could be but just normal wear and tear.
