I though my chick was going to grow up to be a hen but now she has curled tail feathers, she/he is an EE, does this mean she/he is actually a cockerel?

Tail feathers mean nothing when sexing. We need to know age, and see the whole bird. Including pics from the side of them standing naturally, and pics of the face showing the comb and wattles.

She/he is 3 - 4 months old, I hope these pictures help.

Can any chicken have a curled tail or can cockerels only have a curled tails?

I have never seen a chicken with the very end of the tail curled like that. It could be a genetic thing and have nothing to do with the gender.
If I had to guess though, I'd agree this is a little boy. <3

Some females can have wonky feathers as they grow in.
But all the OTHER features of your bird confirm it is male.
The large red comb and wattles, the red shoulders, the curly tail, the thick legs and chunky body.
