Feathers Missing Around Comb

Hello, I have recently noticed that one of my hens (not sure of breed, thinking Partridge Rock) is missing most all her feathers on her head. She can't be molting because she is only 31 weeks old...any thoughts? Maybe just being pecked? I'll keep a close eye on her but any help or advice is appreciated.
Here she is... also if anyone can help on breed also appreciated very much. Thanks

No, sorry forgot to mention that. I have all hens.
 
Looks like a Partridge Rock. And I've had hens with missing feathers like that. In my girls' case it's because they take forever to lay their eggs and the more dominant hens get tired of waiting and start pecking.
I was thinking Partridge something.... (too big of comb for Cochin).

When waiting on the lay box, makes sense. I was wondering when other girls might peck at the head like that.
