Hello! I found a recipe for soaked oats, it has rolled oats, buckwheat flour, and ACV in it. wondering if I could use this for my chickens? But also wondering if I could substitute Organic Soy Flour for the Buckwheat flour? Can chickens have soy, if its organic? Thanks!

Chickens can have soy if it is cooked. If not cooked it is toxic.

Oats, buckwheat, and soy:

look here for protein content

If you are going to mix feed I recommend researching it carefully.

If this is a treat for them, then it would be OK if the soy flour is cooked. You can make them bread. It would frankly be cheaper to buy some organic chick starter with soy in it and mix them some oats into it. All commercial feed for chickens has roasted soy (if it has soy).
