As a treat yes, oats are often used in the feed mixes along with most other easily available grains. If you do oats as a treat, try fermenting or even sprouting them for a more nutritious supplement.

yes you can, as part of their feed, up to 50% for broilers according to this study

which concluded that "Arranging the different types of grain according to their ability of promote growth, the result was: 1) corn, 2) oats, 3) sorghum low in tannin, 4) wheat, 5) sorghum high in tannin, and 6) barley. Gains were highly correlated with the energy intake, but not with the M E per kg. of the diet."
