feet pecking?!!!

Yes bright white lighting can cause excitability. Red lights are used in many hen houses to stop aggression. Dimming the lights may definitely help. Put in some fake or real foliage and branches to climb on. Giving them something to do, burn calories, keeps their minds and beaks busy.

Keep the branches spaced far enough apart the birds can't get stuck if they fall through. And don't use anything the tiny claws can get caught on either. I've had quail lose toes in log cracks, so just look out for dangerous things.

Dimming the lights can only be temporary, a quick change in light brightness to dimmer for long will throw them into a molt. So adding things to do, more space, rearranging the furniture, all these will help to distract toe pecking and other unwanted behavior.
