she is in a cage with a male that is perfect feather wise.

she lays almost every day as normal.

the male mates a lot with her and surely pluck some feathers but they are not growing back! they are both at least one year old

That looks like a bit of self plucking.

Do they have hiding places?
What are you feeding them?
23.0% crude protein, 4.1% crude fat, 3.2% crude fiber, 13.4% crude ash, 4.2% calcium, 0.75% phosphorus, 0.16% sodium, 1.0% lysine, 0.55% methionine calculated as methionine equivalents, 10.8 MJ ME/kg.

they have a small home

The food sounds good, so I would try adding another hiding place in there if you can.

It won't hurt to check for mites, though if that were an issue, I would think that the male would be showing signs as well. How old are they?

Oh, I don't see a dirt/sand bath in there. Do you provide one for them sometimes? That may also help.
