Ok, if you had access to one of these:

and you wanted to convert it to allow you to keep quail, what would you do?
 
Oh - I should have said that the shelves are just plastic panels that lock onto the bars so any or all shelves can be removed. Are you suggesting forget about the plastic shelves and replace them with wire shelves? Cool. One concern I had on all but the bottom level, is kicking bedding out - is that something to be worried about? It will be in a view out basement so its not the end of the world, but I don't want to spend too much time cleaning and sweeping up after them if there's a way around it

You could set it on a cardboard box o it won't scatter and I could replace cut out the pannels and zip tie wire to the frame of them.
 
From the picture, looks like could be converted for some good quail pens, I think. I assume you were planning to use this for coturnix?

I have a Rat Manor cage for some of my buttons. At first I had it all together as it was meant to be but the little boogers wouldn't go on the upper levels. So I used some coroplast (basically plastic cardboard like the tobacco signs at the gas stations are made of) to make a 'pan' that would fit inside the pen and divided it top and bottom. This is now my bachelor pen.
This was before I put the pan in the top.

You could use plexiglass on the lower 3-4" of each level to keep them from kicking bedding out too much, does it have doors on each level already?
 
go take a look on drsfostersmith.com they have a cover for the bottom of bird cages that keeps food and seed from being scatterd outside of the cage they make them for mcaw cages so i would suspect that they would fit t
