Fertility issues

Ok we have a Jubilee Orpington rooster we got him about 1 year ago.
We were told he was around 6 months old when we purchased him making approximately 1.5 years old.
Last summer we hatched several chicks from him mostly barn yard mixes and jubilee/buff Orpington mixes.
This year we have 2 Jubilee Orpington pullets that we hatched last summer.
They started laying eggs in January.
We wanted pure Jubilee Orpington chicks so we put our 1.5 Jubilee Orpington rooster(who was fertile last summer) in a separate coop with the 2 Jubilee Orpington hens.
Now non of the eggs are developing.
We set 8 unwashed less than a week old Jubilee eggs under a broody hen.
Candled them at day 21 all clear yokers.
2 sets of 12 in the incubator.
All clear yokers at day 8.
Any suggestions?
 
Have you trimmed bum fluff? What's their diet? Have you cracked a new egg in a bowl to check for the bullseye?
We trimmed butt fluff around cloaca just last night.
We used sicors not sure if we did it properly.
We have been feeding 16% producers pride egg layer pellets.
Just switching to 18% Country Spirit hatch to hen non medicated today.
No we haven't cracked egg in bowl to check for bulls eye yet.

Trying a better quality feed might help, roosters shouldn't have Layer anyway.
Also, try adding vitamins to their water for a few days might help. I'd definitely crack an egg when you get a chance.

We put our Jubilee Orpington rooster back in a coop with 6 Buff Orpingtons hens and now are getting fertile eggs.
Strange he must not be compatible with the 2 Jubilee Orpington hens.
 
They might be rejecting him, it's possible
Well the Jubilee Orpington hens have missing feathers on their backs from the Jubilee rooster mounting them.
My wife and I are discussing a new theory.
We had the Jubilee Orpington rooster and Jubilee hens in a smaller coop.
We think with the height limitations he couldn't properly mount them.

That's also a possibility.
I meant they can reject his sperm.
