Fighting male

I recently bought 8 new quail that live indoors. The lady kept them as three males as five females and she says they're never fought.
However I have a male that very violently attacks basically everyone in the pen. Females mostly, actually. He's separate at the minute but I can't really keep him separate as I don't have enough room. Shall in reintroduce him to the others, get rid of him, or what?
 
There's two things to this is he chasing the females trying to climb on them If so that's how they mate and they will hold onto the back of their heads to hold on, If he's just chasing and pulling feathers out/ pecking you need to sperate him as so as you can or cull him he probably feels competition because of the other 2 males since its suppose to be 1 male per 3-4 females. If you plan on keeping him either sperate him for 12-24 hours as a time out and the put in back with the flock or just keep him in another cage within eye shot of the rest.
 
Hi guys. He's not mating, I know that for sure. He keeps yanking out their feathers and grabbing them and dragging them around the cage, and they make an awful lot of noise in the process. I've split him at the minute but I have the feeling he'll continue to attack. Pls the others seem more content without him really. Thanks for the help.
