Quail chicks are so tiny, it's really hard to tape their toes. If you have someone to help it's a little easier.
I use masking tape. Take a small ~1" piece, place the quail's foot down on the sticky side. Straighten the toes to the correct position, then place another ~1" strip of tape over the top of the toes. Take some small scissors and trim excess tape. You can sometimes put thin cardboard under their toes, sorta like shoes. It's harder to do, and with the ones I have tried it on, they had the shoes off in no time at all.
Some people use vet wrap, too. I never have been able to make that work either...the chicks just shale it loose in no time as well.

For me tape worked the best. You may find all of these methods work for you but they didn't work for me. HTH
