1) Buy plant substrate and plant fertilizer AND THE FILTER MATERIAL I MENTIONED EARLIER. Regular gravel doesn't have the nutrients needed.
2) Buy a variety of plants that are good for low light/no CO2. Be sure a good portion is fast growing. Don't skimp on plant quantity or you may have more of a problem with algae.
3) Put the substrate and any decorations in the dry tank and arrange.
4) With the tank still dry plant the plants. Start with shortest plants first because its easiest to see what you are doing. Mist the plants if they start drying out so they don't die.
5) Before adding water do this to minimize disturbing your tank scaping. Cover with newspaper. Loosely bunch up newspaper next to taller plants and decorations. A piece should lay flat over the top.
6) Slowly add DECHLORINATED water on top of the newspaper until 3/4 full.
7) Remove the newspaper carefully.
8) Finish filling the tank with water.
9) Add water to the filter and start it.
10) At 1 week do a 10-20% water change after wiping the glass. No fish yet! The plants won't be able to absorb the nutrients from their waste yet. You would get algae. Remove dead plant material. Leave roots so they can resprout.
11) At 2 weeks do another water change with tank maintenance. Add some of the fish. The plants aren't up to full capacity. If you put all of the fish in some may die and you'll have an algae bloom.
12) At 3 weeks do tank maintenance/ water change. Now you can add more fish. =)
13) Each week add half strength fertilizer according to directions for the next month after the water change/maintenance.
14) After that month start fertilizing full strength each week for another month.
15) At 2 months if the plants aren't able to consume nutrients fast enough (resulting in algae), start fertilizing twice a week and possibly add more plants.
