Flaky skin on new chick

Just need some quick help. I have a new chick, among several, and this one is losing it's down. The down had something dried into it and the skin looks dry and flaky. I've only had this chick a day. I think she is acting normal. None of the others seem to be having any problems. Bought from TSC. Any ideas what is going on? Thank you for advice and help.

Could it be keratin sheaths that she's shedding since she's losing her down?

Could just be food or poo caked on there - or molting. It's OK to gently spot clean it off with warm water and towel dry as long as you don't let her get chilled.
