Flaky skin peeling

Anybody seen skin shedding off the chicken? I've washed them with pet shampoo but they keep on shedding. It's like dandruff. (See in pic) Flaking skin all over. Flock isn't molting.

The only thing I can think of is chemical burn. Maybe? Sprayed some mites spray from Tractor Supply. Could of gotten on them from the roost.

When I was treating my hen with penicillin, she had flaky skin. I am not sure. Maybe the mite spray.
