right, so if I am going to quarantine him how will I keep the mites (or whatever they are) from infesting the garage, or even me?
Northern Fowl mites don't live long off the bird.
Your other birds are infested too. You can return him to the flock since you need to treat them all and the building while you replace all the bedding.

In response to your first post about apple cider vinegar. It has some good qualities like acidifying the system, adding enzymes to the digestive tract and keeping waterers from getting slimy. BUT, it won't treat external or internal parasites.

If he is really sick, which it sounds like he might be, returning him to the flock where it's colder is not a good idea. He really needs to be in a warm cage or room.
 
yes it does, it errodes the exo skeleton, gets it the joints and grinds and slashes the mite to death - may not be as fast acting as an insecticide (permethrin ) so thats why I said use permethrin
